Job Overview

Cogent People Inc. is seeking structured, data-driven Capture Analyst to support the Business Development team in identifying, researching, qualifying, and pursuing federal health IT opportunities. The role converts procurement and market data into actionable capture artifacts that guide bid decisions and sharpen competitiveness. Success requires analytical rigor, clear writing skills, disciplined execution, and discretion to inform win strategies and solution positioning.

Responsibilities

  • Capture Planning & Governance
  • Create/update capture plans
  • Create and Present gate reviews when needed
  • Facilitate/conduct Black Hat, Price-to-win, and competitor assessments
  • Maintain the growth team’s pipeline, SOPs, and artifacts
  • Market & Opportunity Research
  • Monitor SAM.gov, eBuy, and agency forecasts to track new contract opportunities
  • Perform research in USAspending, FPDS, CPARS, Interact/GSA, and research tools (like GovWin, GovTribe, or HigherGov) to identify, triage, and track opportunities aligned to Cogent People’s customer base and core capabilities
  • Analyze RFIs, SSNs, RFPs, PWS/SOWs, Q&As, amendments, and procurement forecasts to extract requirements, evaluation factors, and win themes
  • Account & Stakeholder Mapping
  • Build and maintain contact maps, document stakeholder priorities and acquisition timelines
  • Research potential teaming partners and relevant contract vehicles
  • Operational Support
  • Draft call sheets, meeting notes, and data-driven market briefs; coordinate NDAs/TAs
  • Support FOIA and past-performance lookups
  • Partner with solution, proposal, and recruiting teams to shape discriminators, resumes, and past performance early in the lifecycle
  • Assist in proposal research and content writing when needed

Requirements

  • Associate’s degree or higher in a relevant field (e.g., Information Science, Business, Analytics) or equivalent experience
  • 3+ year in federal healthcare operations or capture/proposal research
  • Proficiency with Excel for data validation, lists, pivots, and dashboards; comfort synthesizing complex public data (e.g., FPDS exports, Market research outputs, RFPs, RFQs, Procurement Documents etc.) into clear findings
  • Experience documenting workflows/SOPs and maintaining case or task records. Experience with MS Suite (Excel, Word, PPT, etc), SharePoint (Lists, Artifacts, etc.)
  • Strong writing and interpersonal skills; ability to translate technical requirements into business insights
  • Strong attention to detail with a commitment to delivering high-quality and accurate work.
  • Proven ability to manage time and prioritize tasks in a fast-paced environment.
  • Demonstrated problem-solving skills with a proactive and solution-oriented mindset.

Preferred Qualifications

  • Familiarity with federal acquisition processes (RFI/SSN/RFP), NAICS/PSC mapping, and contract vehicles in federal health
  • Experience with SAM.gov/USAspending/FPDS/CPARS research
  • Experience with market research tools (e.g., GovWin, GovTribe, HigherGov)
  • Demonstrated creation of Standard Operating Procedures (SOPs) or repeatable research workflows
  • Comfort collaborating with Software Engineering, Data, and Integration teams to align capabilities with customer needs
  • Curiosity about using LLMs/AI to accelerate desk research and summarization (responsibly and securely)
