She has been instrumental in the development of the nation’s first legal-based jail healthcare guidelines—a groundbreaking initiative in correctional health. We commend her dedication and are honored that the Yuma County Sheriff’s Office is represented in this pioneering effort alongside other esteemed professionals in the field.
The O. Lane McCotter Executive Director Award goes to an individual that has made a significant and profound impact upon our profession. It is with great honor that we present this award to Megan Kennedy for her transformative impact on correctional healthcare. In 2022, Megan met with a very dedicated group of detention healthcare professionals to conceive a bold idea: to develop the country’s very first legally grounded set of health care guidelines for use to guide administrators in Arizona jails. Unlike existing health care standards, which contained arbitrary language and lacked specificity or adaptability for their correctional environments, these guidelines were designed by jails, for jails—anchored firmly in their state statutes and circuit-specific case law to withstand political shifts, public scrutiny, and evolving social justice demands. This collaborative effort brought together jail commanders, nurses, healthcare administrators, risk managers, and legal experts from multiple Arizona jurisdictions. With the vital support of the Arizona Jail Administrator’s Council, Chief Deputy Sheriffs, the Arizona Sheriff’s Association, and the National Institute of Jail Operations (NIJO), the group created an innovative, “married, not mirrored” guideline system that enables jails to self-audit and improve medical care delivery. This groundbreaking work is already integrated into the AARMS system and is poised for expansion across the Western Region and beyond. Megan has been instrumental in putting together a remarkable team—the Arizona Detention Healthcare Guidelines Posse —whose pioneering work has set a new standard for inmate healthcare in jails. Her leadership and vision were instrumental in convening this cross-disciplinary team and sustaining their commitment without expectation of extra pay or recognition—simply driven by a shared dedication to do the right thing for the right reasons. Today, we proudly honor Megan Kennedy and the entire Arizona Detention Healthcare Guidelines group for their visionary leadership, innovation, and enduring contribution to safer, healthier correctional facilities. Congratulations Megan Kennedy!

Our final recipient of the Distinguished Valor is Officer Arturo Vargas with the Yuma County Sheriff’s Office, AZ. After a grueling shift at the Yuma County Detention Center, Officer Vargas’s commitment to public safety did not end—he became a lifeline in a life-threatening emergency on the I-8 freeway. Witnessing a vehicle hydroplane and violently roll over, he immediately sprang into action. “He demonstrated heroism by immediately responding to a high-stress emergency situation without hesitation,” and “assessed the situation, noting smoke and a potential fire hazard,” showcasing remarkable presence of mind under pressure. His bravery put his own safety aside to protect another’s life, exemplifying the very essence of valor. Throughout the crisis, Officer Vargas remained composed and compassionate, skillfully communicating with the driver’s family and collaborating with a Sheriff’s Volunteer to secure the scene. His actions saved a life and set a powerful example of dedication, courage, and leadership that uplifted the entire community. Congratulations Officer Arturo Vargas, and thank you for your heroism!

Press Release Lieutenant Pavlak Graduates from The University of Louisville, Southern Police Institute Location: – Louisville, Kentucky On May 8, 2025, Yuma County Sheriff's Office Lieutenant Samuel Pavlak graduated from the 153rd Session of the Southern Police Institute’s Administrative Officers Course. Lt. Pavlak joined a total of forty-one law enforcement officers of various agencies from across the United States in Louisville, Kentucky for a 12-week leadership development program. The Southern Police Institute is an integral part of the Department of Criminal Justice in the College of Arts and Sciences of the University of Louisville. It is an advanced educational and training institute that aims to develop informed, effective, ethical and competent law enforcement managers who are capable of assuming positions of leadership in their respective agencies. Lieutenant Samuel Pavlak joined the Sheriff’s Office on October 15, 2002 as a Detention Officer and was promoted to Deputy Sheriff in 2006. In 2010, Pavlak was promoted to the rank of Senior Deputy, promoted to Sergeant in 2012, and reassigned to the position of Supervisor of the Yuma County Narcotics Task Force in 2015. Throughout the years, Pavlak served as a Field Training Officer, a member of the Crisis Management Unit, and the Special Response Team as an entry team member, breacher, assistant team leader, and as team leader. He is also a certified instructor in multiple fields to include Firearms, Less Lethal Munitions, Defensive Tactics, Physical Fitness, and Active Threat/Shooter. On July 28, 2019, Pavlak was promoted to his current rank of Lieutenant and was assigned as the East County Operations Supervisor where he also oversaw the Underwater Search & Recovery Team, and the Boating Safety & Enforcement Unit. As of January 2023, Lt. Pavlak is currently assigned as the Commander of the Criminal Investigations Bureau and Yuma County Narcotics Task Force. In addition, Lt. Pavlak oversees the YCSO Volunteers Units, acts as the Team Commander of the Special Response Team, instructs for the Arizona Western College Law Enforcement Academy and liaisons the Yuma Regional Critical Incident Response Team.
