Commerce will open two-week windows for submissions four times per year with the first window open until October 1. ▶️ BIS Now Accepting Requests to Add Products to Section 232 Steel and Aluminum Tariffs BIS released a notice that it will accept requests for new products to be included under Section 232 tariffs on derivative steel and aluminum articles from September 15 to September 29. The notice marks the beginning of the second inclusion request period, after the first began in May and concluded in August. ▶️ USTR Initiates Public Consultation Process for USMCA Joint Review On September 17, the Office of the U.S. Trade Representative announced that it was seeking public comment on the operation of the Agreement between the United States of America, the United Mexican States, and Canada (USMCA). Such comments are intended to assist the Trump administration’s statutorily mandated review of the USMCA next year and in advance of the joint review to be held among the three countries on July 1, 2026. Public comments will be accepted until November 3, 2025, and a public hearing will be held on November 17. CMMC 2.0 Implementation Rule On September 10, 2025, the Department of Defense (DoD) published its final Cybersecurity Maturity Model Certification (CMMC) rule in the Federal Register, which takes effect on November 10, 2025. This “CMMC Acquisition Rule” officially begins the rollout of cybersecurity requirements across DoD contracts. Specifically, DoD will implement CMMC requirements in four phases over a three-year period, based on the certification level applicable to a DoD contract solicitation or bid.
