How can we unlock more private investment for emerging markets? By creating new financial tools, building investor confidence and opening access to emerging market opportunities. That’s the goal of The World Bank Group’s $510 million collateralized loan obligation (CLO), launched under the Emerging Markets Securitization Program (EMSP). It marks the first step in our originate-to-distribute model designed to mobilize private capital for development. The program unlocks private capital for emerging market borrowers who often lack access to global investors. It creates a scalable way for investors—like asset managers, pension funds and credit insurers—to channel capital into emerging markets to create jobs and support development. The transaction was listed on the London Stock Exchange LSEG. This brings visibility, transparency, and liquidity, connecting development finance with mainstream investors. Some firms grow. Others stall. The difference is capabilities. Even when firms in developing markets have the right product, pricing, and market conditions, growth opportunities can go unrealized. IFC’s latest Emerging Market Insights note, authored by Arti Grover, finds that companies with strong management and technological capabilities are far more likely to perform better. In developing countries, over US$1 billion is invested annually in upgrading the capabilities of 4–5 million entrepreneurs. From agribusiness to retail, these programs help firms innovate, adopt new technologies, manage crisis better, anticipate market conditions and enter new markets, thereby not only providing stable but also more jobs . I’m pleased to share a key milestone for private capital in emerging markets. The World Bank Group has launched its debut $510 million collateralized loan obligation through the originate-to-distribute initiative—the first transaction under the Emerging Markets Securitization Program (EMSP). This program aims to create a new MDB asset class, pooling IFC-originated loans to mobilize private capital into emerging markets to create jobs and support development. The program shows what’s possible when innovation meets opportunity. It is a new step toward mobilizing private capital at scale to help close the development financing gap. The transaction was listed on the London Stock Exchange (LSEG). This brings visibility, transparency, and liquidity—connecting development finance with mainstream investors. A special thanks to our investors for their trust, and to the EMSP team for their dedication in making this landmark transaction a reality. The formal ocean economy employs more than 133 million people globally, and with the right support that figure could grow to 184 million by 2050. There is an opportunity for investors to channel private sector finance to ocean and water projects to help create these jobs. IFC's Guidelines for Blue Finance Version 2.0 provides investors insights on how to unlock these opportunities. I’m proud to share the next frontier in our efforts to mobilize private capital to create jobs and support development in emerging markets. We closed The World Bank Group’s debut $510 million transaction under our originate-to-distribute initiative. This marks the launch of IFC’s Emerging Markets Securitization Program (EMSP), a game-changing effort that creates a new asset class of MDB loans and unlocks private capital for emerging market borrowers who have historically lacked access to global investors. It also establishes a standardized, scalable approach for institutional investors—like asset managers, pension funds, and credit insurers—to confidently access emerging market opportunities. This is just the beginning: our originate-to-distribute toolkit will continue to grow, adding new securitizations and innovative instruments to channel more private investment to the markets that need it most.
