The BLC Congressional Fellows recently gathered for an evening of rich discussion in an interactive, small-group setting with leaders who’ve shaped some of the most significant health policy changes of our time. Last week, fellows in our 2025 Bipartisan Learning Communities (BLC) Congressional Fellowship gathered for a webinar discussion on Prediction vs. Reality: Economic and Political Forecasts of the Affordable Care Act. This session took a closer look at how economic modeling informs the legislative process, including: 📌 What assumptions are built into models 📌 How projections are developed 📌 How predictions compare to real-world outcomes. Using the ACA as a case study, fellows examined both the economic and political dynamics that shaped the law. Special thanks to Jonathan Gruber, Ph.D. and Stephen T. Parente, Ph.D., MPH, M.S. for sharing their expertise and preparing the fellows for the unexpected when it comes to health policy modeling. This is just one great example of the ways the BLC Fellowship is equipping congressional staffers with practice-based, bipartisan learning opportunities that strengthen their ability to engage on complex health policy issues.
