Cincinnati Metropolitan Housing Authority (CMHA) is an agency that provides affordable housing for over 17,000 families and 40,000 individuals. CMHA serves Hamilton County communities and the city of Cincinnati and all it's neighborhoods. The CMHA operates or administers three separate programs. Asset Management consists of over 5,300 units owned and managed by CMHA. The Housing Choice Voucher program can administer Housing Assistance Payments for over 11,500 households. The agency also operates 274 units of other affordable rental housing. CMHA has established a Gold Performance Standard to ensure that the resources CMHA provides are meeting the needs of the residents of Hamilton County.

Assistant Director of Procurement Description ESSENTIAL DUTIES AND RESPONSIBILITIES: The statements below are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. • Work under the guidance of the Procurement Director, as well as established procedures, and Federal, State, and local statutory requirements to procure materials, supplies, equipment, and contractual services for the Authority. • Lead public solicitations, requests for proposals, invitations to bid, requests for qualifications, requests for quotes, intergovernmental agreements, and cooperative purchasing agreements, including: o Preparation of ancillary materials in conjunction with competitive solicitations including, but not limited to, advertising, vendor communications, required forms, and other necessary documents. o Cost analysis and scoring of evaluation criteria associated with requests for proposals and qualifications o Summarizing and tabulation of received bids with recommendations for awards to appropriate staff. o Develop and implement strategic plan to improve and increase CMHA’s vendor outreach • Maintain current procurement and contract files and/or database. • Communicate with vendors/contractors including pre-proposal conferences, pre-bid openings, and walk-throughs, as well as any external events that affect procurement activities. • Analyze the requested procurement project and come up with recommendations on the procurement methods and identify alternative solutions as applicable to the User Departments. • Responsible for monitoring bid/proposal due dates, as well as contract expiration dates. • Prepare and/or negotiate contract prices, terms and conditions. • Responsible for creating and periodically distributing critical procurement reports and KPIs. • Take ownership and management of the Invoice dispute resolution process. • Develop and maintain community-based programs promoting CMHA’s MBE, WBE, and Section 3 Programs.   • CMHA is looking to fill an immediate position for Regional Manager for Touchstone Property Services. This position is responsible for ensuring compliance with LIHTC regulations as well as other regulatory requirements of funding agencies. The position is responsible for providing leadership and direction to staff at assigned properties to ensure CMHA’s Mission and Vision are achieved through the conversion and renovation of the Asset Management properties. ESSENTIAL DUTIES AND RESPONSIBILITIES: The statements below are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. • Plan, organize, and coordinate all phases of property management and maintenance related to CMHA housing programs.; • Ensure waitlist are compliant with all regulatory requirements; vacancy information as required by investors, syndicators, and monitoring agencies; Conduct on-site community audits to ensure that all on-site management records, etc. are in order; • Ensure compliance with all Housing & Urban Development (HUD), LIHTC rules and regulations; and all other related regulations as it pertains to HOME, CDBG, Public Housing, Housing Choice Voucher; all local law; submission of any and all reports on a timely basis; • Responsible for directing and coordinating the on-site eviction process with legal counsel; coordinate, review, prepare legal documents for nonpayment of rent and other lease violations; and submits legal documents and supporting documents to legal counsel; • Ensure that all housing policies, procedures, and rules required by HUD, LIHTC, HOME, CDBG, Public Housing, Housing Choice Voucher and/or CMHA are disseminated, understood, and implemented; • Work directly with individual residents, resident organizations, etc. to investigate and resolve resident complaints; initiate programs to serve the resident community; attend community and resident meetings; • Ensure appropriate upkeep and curb appeal of property management locations, and to ensure that modernization funds are used most effectively in addressing the physical improvements for the property; • Supervise property managers and staff assigned to the property management function; train staff on the full range of property management responsibilities; hire, discipline, approve leave, etc.; mentor and coach staff in effort to achieve established goals and enhance individual and group performance; completion of annual performance reviews; prepare and submits timesheets and payroll adjustments; • Provide Gold Standard customer service to internal and external clients; • Achieve financial solvency through cost reduction and implementing systems to achieve 0% rent delinquency; utilize selection and retention strategies to maintain 100% occupancy level
